You don't have lien sales out in florida? Here in California there's companies that do it for a small fee (I pay $16 per vehicle). Basically they send a notice to the registered owner (and any other people that are on dmv file as having bought the vehicle after the registered owner but never finished the transaction of putting it in their name) saying they have 30 days to object to the sale (14 days if it's a salvage lien sale where you intend to scrap the vehicle) and if nobody replies or objects it's your vehicle to do whatever you like with. I do the 30 day lien if I intend to resell the vehicle on craigslist or some other means and the 14 day if I'm scrapping it. If they object they have to pay the storage and towing fees that I specify to get the vehicle back. I usually specify $45 a day storage and $100-200 towing fee for hauling the vehicle away.

I've done a hundred or more of these lien sales over the past 4 years (half the vehicles I get have no paperwork) and only one lien was stopped because a tweaker objected, but we ended up doing it again when they didn't come get the vehicle and it went through the second time. One time a lien came back as a stolen vehicle but the cop came out did the report and took the vehicle off the stolen list because it was was obvious I wasn't the one who stole it and the vehicle was a total loss (parted out Honda).

I found a web site that I can check for a lien on a FL vehicle, but it doesn't return the owners name.
