In my opinion, you get what you pay for when it comes to hitches. Remember, your safety, your families safety and the safety of the people on the road with you are riding on that trailer hitch. I have seen hitches break and trailers go flying across the road and wind up in the woods. Wouldn't want to be in the way of an out of control trailer.
Now with that being said a class one hitch will handle 2,000 lbs gross trailer weight and 200 lbs tongue weight. I wouldn't pull 2,000 lbs with a Honda Civic, you will tear the transmission up on it and the brakes are not rated for that kind of weight. Once or twice probably wouldn't hurt it, but continuous use will tear that car apart.
My suggestion is to look for a cheap truck, preferably full size. We can get them around here for under $1,500 and can handle the wear and tear scrapping puts on a vehicle. Use your Civic as a scout vehicle and use the truck for the heavy hauling.
