We have used granulator to chop oily windings. The thread and tapes are removed. Oil is less noticeable because it has spread out over the larger surface area. Volume is reduced, too.
hills is spot on. You get the fair price from a buyer who has experience with it. Anybody that has never dealt with it before will play safe and give you lower price.
Buying a cable granulator is a big decision, especially when you don't have prior first hand experience on the equipment.

I think it really can be boiled down to how much wire you have and how often you receive wire. If you have a ton of wire and know you'll be getting more in the future it's worth it to buy a machine...
