Took one apart and got a little wire out and looked at the elements and there was white powder at the end of each element, is that powder dangerous in any way?

I'm only an hour and a half from Charlestown. Haven't been to the track in years. The closest big town near me is Winchester, Va.. There are 2 scrap yards there.
