    You just described a cardboard baler, So for anyone trying to build one look up pictures of them and it will give you a better visual. We use our cardboard balers to bale aluminum, copper and stainless. Seems to work half decent. Would be time consuming to build but it is doable. Check around and save up some coin because the cheapest one I have was 500$, You paid $400 for 2 cylinders.
