UK Law and the Sale of Fruit Machines

This is just a word of warning. I recently got offered a retro fruit machine from the 1980s, fully working and in decent condition for its age. A couple of weeks later another one turns up, but a more modern one (although not functional).
A quick check on Ebay confirms my suspicions that they're worth more together than they are dismantled, so I start my listing.
I got a warning from Ebay, before I submitted the listing, that the sale of fruit machines is licensed by the Gambling Comission, and a one-off fee of £25 is applicable per machine you sell. They seem to be selling around £40-£60 on Ebay, but there are plenty at that starting price without bids. Seems to me that I might as well scrap them for the £10-£15 they're likely to fetch. It's a lot of efort for a few pounds extra.
PS - I know I could always 'forget' to apply for a permit, but I suspect the fine will be more than my mortgage if I get caught.

There might be some parts that can be sold without the pain in the butt fees. Is there a bill validator in it? If that works it is surely worth more than scrap.

And probably the circuit board, That way you would not be selling a workable machine. No workable machine, no fee.

This sort I think, with the 'nudges', seem to be what the Brits have.
