What grade would you give this board?

My estimate would be telecom-low but ask your buyer. Hope your mother in law feels better!

I'm not good at this game but wouldn't that amount of it chips equal way better than low quality or is Telecom low totally different than low grade

There's different terminology used but telecom is a high category, telecom-low being the lowest inside if it. Prices are far higher than low grade boards. Check out some ewaste buyer threads and you'll find more details on the grading systems

Look the numbers on the ICs up before you destroy them !
Some of them can be worth $
