6061/6063 Aluminum Scrap

Is 6061/6063 scrap used to make ingot or sow? (As in do end users buy it in ingot or sow format)

It seems like 6061/6063 scrap is only used to make billets. (End users request it in this finished form)

Is there a reason for this?
