Are silver capped IC's such as the one in above photo anything special?
How about these finger cards? I had never seen one with a socketed cpu and gold video ports(bottom) nor had I seen one with wires attached(top)>

The silvery metal on top of ICs or a lot of times CPUs are often times Kovar or Pyrolytic Graphite Composite
Kovar is made up of Iron, Nickel, Cobalt, and a few other metals. Basically they are not worth much.

cpu is a gold base ceramic, its almost at the top of cpus in terms of scrap value
Different CPUs have different heat spreaders. CPUs today, if a heat spreader is used, is almost always Kovar

Here is an example of heat spreaders used in the manufacture of different components, some for CPUs, some for memory, some for ICs. None have any gold associated with them, and are made of different materials according to their requirements:
