That is pretty much it in a nutshell. If you have not already done so you might want to try to contact some of the other scrappers (not affiliated with an HVAC business) in your area to see what kind of experiences they have had selling the CU/AL coils from a/c units.
I've contacted 3 yards in my area here in Austin, TX who tell me that I can hire-out the draining of refrigerant and/or removal of the compressor by a certified HVAC technician/contractor. I will need to bring to the scrap yard a receipt for the unit, so they know it's not stolen, and the technician or contractors name, phone number & license number. Under those conditions, it appears I can recycle HVAC here. I think that if a unit is large enough, this extra step/overhead would certainly be worth it.
Sometimes being "Certified" just means being licensed by the building department of a city, county or state. Depending on the jurisdiction a test about the building codes may be required and others just want your money. That combined with the EPA Cert and you could bypass the middleman.
