Local level suffers from -
"not in my backyard" syndrome - zoning restrictions, local governmental licensing - over taxation ( Most areas around me charge industrial companies up to 6x the property tax rate as a family home ) - local corruption ( don't get me started on my home town ) - unwillingness to loose state and federal subsidy money.
On the state level - environmental laws - over taxation - state level licensing
On the federal level - confusing licensing - over complicated tax code - overbearing environmental laws,
labor laws that make doing anything very expensive - politically motivated laws
