clean or dirty.. oxidation make a difference

just pulled apart 2 acs that were in a basement that flooded..

so the radiators are very oxidized as well as all the copper tubing.. is this copper considered dirty because of the oxidation.. or is it still just clean #1 since theres no solder.. im not even gonna bother cutting the elbows off if im just gonna get dirty #2 price for it.. thanks all

Here they take off for solder. I have had the coils from boilers that had a lot of oxidation no solder and only got #2 for it.
